Good Afternoon District 7 Residents:
As your District
Commissioner, I cannot stress to you enough the importance of the
September 18th vote. This vote not only affects you,
but your children and your grandchildren. So it is incumbent upon
me to provide you with all of the facts so that you can make an
informed decision.
Earlier this month, many of
you received a copy of an analysis for South Fulton County
purported to have been done by the Fiscal Research Center of
Georgia State Andrew Young School of Policy Studies. After
reviewing this document, I decided to solicit the expertise of
Fulton County’s Financial Director, Patrick O’Conner, who runs the
nationally recognized, award winning Finance Department. I asked
Patrick to review this document, in its entirety, and give me an
analysis on potential revenues and expenditures.
Attached, for your review,
is
a copy of his analysis. After reading his findings, if you
have any additional questions, please feel free to contact Mr.
O’Connor at (404) 612-7688.
The Fiscal Research Center
report also proposed an overall Public Works operational budget of
$4.7 million which includes the maintenance of highways and
streets. Angela Parker, Fulton County Public Works Director, says
she finds the $4.7 million really, really low. Of course, she
says, how much they need depends on the level of service they want
to provide. In her professional opinion, she feels this could
mean that $4.7million might run their operations at a reduced
level of service, but she doesn’t think this will allow for any
bridge maintenance, capital road improvements or new bridge
projects. Currently the Fulton County Public Works budget is as
follows:
Operations |
$7 million |
Bridges |
$1.5 million |
Capital Roads |
$3 million |
Resurfacing |
$2 million |
TOTAL |
$13.5 million |
Now, $13.5 million vs. $4.7 million … she feels this creates quite
a deficit in the delivery of services for a Public Works
Department.
As
always, thank you for giving me the opportunity to serve you in
District 7.
REMEMBER TO VOTE
ON SEPTEMBER 18TH!!!!
Sincerely,
William “Bill” Edwards
